[Proj] sexagesimal to decimal coordinates

Hi to all,
I need to transform a set of sexagesimal coordinates (latlong on rome40,
international ellipsoid) to decimal coordinates (same system)

Can someone tell if this can be done with cs2cs, and what is the input?
