[Proj] datum shift files confusing

Greg,

I'm not sure the point of referring to older versions of the
file on the index.html page, since it is unlikely that most folks
will ever see them if just fetching things from the index page links.

> The FAQ refers to proj-nad27-1.1 still.

I've updated this to refer to the latest file.

Thanks for the suggestions, even if I only acted on half of them.
