[Proj] Conversion from WGS84 to UTM31

In fact the working zone is Pyrenees, in Spain and France (it's the
border of these 2 countries). So, I don't know which datum offset to
use, the precision has not to be very accurate (10m is sufficient), I
think it doesn't matter use one or other.
