[Proj] compilation error on windows

Have you run
"C:\Program Files\Microsoft Visual Studio 8\VC\bin\vcvars32.bat"
script to configure environment first?
I mean, in the console box in which you're running nmake.

I've just checked.
I downloaded proj-4.4.9 and it builds well using VC++ 8.0 without any 
problems.

1. open console
2. run "C:\Program Files\Microsoft Visual Studio 8\VC\bin\vcvars32.bat"
3. go to \proj-4.4.9\src directory
4. run nmake -f makefile.vc
5. it should work
