[Proj] proj4-mapserver on windows doesn't work

I'm susing proj.dll to reproject wms raster from WGS84 to IGN-LAMBERT II E
with mapserver 

The first experience was under mapserver  for linux, and it worked fine.

Now, i made my tests on windows, and it seems not to work.

I 've checked my installation of proj, its working, but i don't have correct
re-projection
(woindows version of proj is 4.4.6)

Does anyone can confirm me this kind of problem under windows ?
