[Proj] Transverse mercator to WGS84

[Campbell S]

Hi this is the first time I have used proj4 and  I cannot find how to convert
the point 

845863 4345919 to WGS84 where 

Lat of origin = 0
Long o f central meridian = -60(w)
False northing 10000000
False easting 500000
Scale factor 0.9996

every time I try it I get a point north and east rather than south and west
near the Falklands where I am expecting it.

Can someone help with the syntax for this?
