[Proj] GDM2000 for Malaysia

Frank,
 I have added the parameters "+rot_conv +no_defs" but this gives no
difference.
I have also send an e-mail to Gerald but have got no reply.
I like you to have a go at it "no-risk-if-I-fail basis". But before
starting could you indicate some figures for costing.
