[Proj] libproj4 recall notice

There has been a correction to the tmerc and, of course, UTM which is now 
available in release:

	lbp4.3_080628.tar.bz2

on the web page:

http://members.verizon.net/~gerald.evenden/proj4/

The correction applies to all previous versions of the tmerc function 
regardless of release, proj, proj4, etc.  This change also affects any other 
software which relies upon the precious versions of proj.

The degree of the changes is in the millimeter range (and equvalent effect in 
the seconds).  Comparison with non-proj cm values show only occasional 1cm 
differences.
