[Proj] New libproj4 release

As promised, the new version of libproj4 is available at:

Besides adding inverse to Aitoff, Winkel Tripel, Hammer, etc., the new 
initialization proj_initstr() is available, and the convergence sign of lcc 
is fixed.  Obviously, patches to ancillary files (lib_proj.h, ...) are also 
involved.

Added text in manual.pdf describing most of the changes.

Remember, any program that uses the new proj_init.c can use run-line input 
such as:
	"+proj=poly ellps=clrk66"
In addition to having the initialization of
     proj_initstr("proj=utm zone=20 south")
any sting element in the array method of proj_init may have multiple blank 
separated arguments.

Again, a reminder, the '+' at the beginning of a contrl keyword is optional 
and ignored by the proj interpreter.  Requirement of the + is a function of 
how the application program is collecting the control keywords.
