[Proj] Migrated CVS to Subversion

Folks,

I have migrated the CVS repository contents for PROJ.4 from Maptools to
a subversion server at OSGeo. The new source control location is:

   http://svn.osgeo.org/metacrs/proj

Let me know if anyone sees anything screwed up in the transition.
