[Proj] proj4j

Does proj4j for java has all the functionality as the C/C+ version proj4
has?
I would like to implement proj4j in openjump (java). How to start
implementing proj4. What all things/features are needed to implement proj4.
What steps should I follow?

Anybody has worked on proj4j (Java) version in any java based GIS platforms?
