[Proj] PROJ.4 in GNU Octave

I wonder if it could be merged with the octave mapping toolbox?
That toolbox is quite short of features right now, but is already
an official debian package.

ps- check out the m_map toolbox from UBC. currently only for
Matlab AFAIK, and no substitute for e.g. GMT, but quite nice if
you find yourself having to do cartography-in-matlab.
