[Proj] Rectified Skew Orthomorphic projection, again...

Hi Frank,

I note that Carl has submitted a ticket (Ticket #62 (new enhancement)) to
request for the gamma_c parameter in the omerc code. Please advise if this
patch is already available because I would like to test if it will work for
the Borneo RSO Coordinates.

Below are some examples (lat & longs are in everest(borneo) ellipsoid)
