[Proj] esri shape files

The .prj file is in Well Known Text format (WTK) documented here:
http://www.geoapi.org/2.0/javadoc/org/opengis/referencing/doc-files/WKT.html
Geocart (for example) requires the .prj file to be present, does inspect it, but requires its contents to declare the GEOG projection in order to make use of the Shapefile. Therefore at least one program trusts and “uses” the contents of the .prj file.
Geocart does not inspect the .sbn file.

that should go with the esri shape files? and does any program
really trust or use what is in it?
