[Proj] CMake for Proj

All,

I would like to volunteer to support incorporating CMake build support inside of Proj.  Essentially, I would like to bring http://gitorious.org/proj4-cmake into the main tree and keep it up to date with build system changes.  The CMake build would exist as an alternative to automake and/or the nmake stuff on Windows, and it is not expected to supplant either at any time in the near future.
