[Proj] 4.9.1RC1 Released

The only I've found with 4.9.1RC1 is the missing SOVERSION bump to
reflect the removed symbols in 4.9.0b2 (PJ_healpix.c).

Upstream Tracker also reports from missing symbols in 4.8.0, see:
