But no ABI breakage. The SONAME stays the same, so no need to rebuild
the reverse dependencies.

Only two new symbols were introduced in 4.9.2 (pj_atof & pj_strtod), and
no symbols were removed. Nothing to worry about for packagers I'd say.

The 4.9.2 release is good for packagers to trigger an update to get the
bugfixes, that hit the R community among others, to their users.
