A fresh version of that "missing" script is available here (maybe
elsewhere, too):

along with
     --> automake-1.15/lib/config.sub
     --> automake-1.15/lib/config.guess

BUT: they differ from
      http://git.savannah.gnu.org/cgit/config.git/plain/config.guess
      http://git.savannah.gnu.org/cgit/config.git/plain/config.sub

which are currently used in PROJ.4.
