[Proj] Proj.4 4.9.2 Released

Just in time for #foss4g, Proj.4 4.9.2 is now released. It is a maintenance release with fixes for four significant issues:

* proj_def.dat was missing from source distribution see https://github.com/OSGeo/proj.4/issues/274 for more detail
* Update Geodesic library from GeographicLib
* Remove setlocale() use in pj_init_ctx()
* Renamed PVALUE in pj_param.c to prevent clash with Windows

Thanks to all who have helped with testing release candidates and providing guidance on SOVERSION.
