[Proj] Proj 4.9.3RC2 Released

As implemented currently it is a manual override of epsg, so it will be lost 
at the next EPSG upgrade. A cleaner solution with the current infrastructure 
would be to add the appropriate override in 
https://svn.osgeo.org/metacrs/geotiff/trunk/libgeotiff/csv/pcs.override.csv and 
resync GDAL, proj with it.
