For information, the EPSG team is aware of this issue. Roger Lott, from
IOGP, briefed us on this topic in the previous OGC meeting three months
ago. The issue is deeper than just creating new EPSG codes as it may
require a revision of the ISO 19111 conceptual model. There is
discussion in OGC right now about creating a new Standard Working Group
(SWG) for this purpose. But I do not know how long it would take to
complete the work - except that it would not be this year.
