[Proj] A template for documenting projections

I have made an attempt to implement your template for Hatano http://proj4.org/projections/hatano.html

I also constructed a References page and updated your Mercator page with those references. A full collection of the relevant references will be helpful to bring the website together. If anyone has links or copies of PDFs other than those in the "old" section of the docs https://github.com/OSGeo/proj.4/tree/master/docs/old please let me know and we'll be happy to add them to corpus.
