Let me answer this on behalf of Thomas.
The pipeline implementation will be available in QGIS when the next version of PROJ.4 is released and the various distribution platforms adopt it (OSGeo4W for instance). The most likely scenario is that the QGIS developers doesn't change how they interface with PROJ.4. This will still give you the pipeline functionality but only a subset. You will miss the option to include time-varying transformations and you will probably experience a round-about way of setting up your transformation parameters. So eventually it will be available but you will have to perform some mental agility to use the new functionality within the existing QGIS setup.
