[Proj] Grown error if re-projecting from 4269 to LCC (2285) and backward multiple times

Thanks, Clifford, for some very informative notes. I have taken the liberty
to add them (with proper attribution) as a comment to the
implementation in PJ_lcca.c, to let people know how (preferably not)
to use this projection.
