[Proj] building, testing from git repository -- 'ctest' failures

Kristian,

thanks.  combining the contents of proj-datum and proj.4/nad in my
$PROJ_LIB fixed all but one of the failures.

The following tests FAILED:
         12 - DHDN_ETRS89 (Failed)
Errors while running CTest

i'm not sure what this is, but i'm satisfied i'm basically running.
whereas "make check" apparently runs without errors.  (i'll look into
this last error when i'm able.)

thanks for the pointer -- now i've looked at install.sh.  i'll try to
rely on it for the future.
