[Proj] Proj-datumgrid release candidate(s)

All,
As mentioned in the PROJ 5.0.0RC6 announcement, it has been deemed necessary to
split the proj-datumgrid package into several distributions. This was sparked by the
recently added grids from Australia which are rather large compared to the rest of the
grids in the package. Therefore it was decided to instead distribute several packages:
A “core” package [1] with the bare necessities for a usable installation of PROJ and several
regional packages. So far packages with PROJ resources (some packages include
init-files as well) covering Europe [2], North America [3] and Oceania [4] have been
created. If needed other packages can be added in the future.

The division into several packages allow users of PROJ to only include the resources they
need, while also letting projects like QGIS include all the available grids by simply stating
that all the available grid packages are dependencies for the software. It is my hope that
this solution fits as many users needs as possible.

Unless serious problems are found in the above packages they will be released as final
versions on March 1st alongside PROJ 5.0.0.
Please have patience with the downloads - due to the recent QGIS3 release the
servers are under heavy load at the moment.
