In PROJ 5, proj_create_crs_to_crs() is a simpler wrapper around proj_create() 
that constructs the following string

+proj=pipeline +step +init=srid_from +inv +step +init=srid_to

and pass it to proj_create().

(things will change in PROJ 6 once the just submitted
