With a scheduled release of PROJ 6.2.0. on September 1st it is time to put out a 
release candidate.

In addition to the PROJ release candidate I am also issuing a release candidate
for the European datumgrid package. Archives are found here:

The updated grid package includes Swiss grids CHENYX06_etrs.gsb and CHENYX06a.gsb.
