If the license for the grid is compatible with the Open Source
Definition, the grid can be included in the proj-datumgrid project:
https://github.com/OSGeo/proj-datumgrid
The license documented in the readme_nl.pdf file contained in the
NTv2.zip says that it's CC-BY, but doesn't specify a version.
CC-BY v3.0 & v4.0 are DFSG compatible, so I recommend that you specify
one of those versions.
Adding documentation in English is also a good idea, because the
proj-datumgrid package has a global scope.
