[PROJ] PROJ 6.0.0RC3

A fairly serious error was found in PROJ 6.0.0RC2 [0], so here is RC3 with a fix for the problem:

Again, I would appreciate feedback once you’ve tested the release candidate. Both if you find errors or if you
are happy with the package being promoted to final release. If no further issues is found I expect to put this
release candidate up for a PSC vote for promotion to final release on Wednesday.
