[PROJ] Promotion of PROJ 6.0.0RC4 to final release

PSC members,

Since only minor issues were found in PROJ 6.0.0RC4 I hereby
call a vote for promotion of the release candidate to the final
release. As per the PSC guidelines voting will be open for the
next 48 hours, so please cast your votes within that timeframe.
If the vote passes I will upload the final release on Friday the 1st
of March.

I will start with my +1.

The minor issues reported for RC4 will be dealt with in an upcoming bug fix release.
