[PROJ] Using the Proj 6 database in geotools?

On the crazy thoughts front, I'm wondering about GeoTools using the Proj
database via a epsg-proj plugin to read the sqlite database.  The HSQLDB
plugin works, but is painful and way out of date.  Or less exciting, would
be to freshen the hsqldb from the proj sqlite?  Thoughts?
