[PROJ] Help in setting proj parameters for an old map

After clicking in a lot I have found this (a 0.99906 scale factor):

Then I will use in this way in proj:

+proj=lcc +lat_0=39.50 +lon_0=14 +lat_1=39.50 +x_0=700000 +y_0=600000
+ellps=bessel +units=m +no_defs

Am I wrong?
