Bas, Thanks for the explanation.

That the test exceeds the 0.001 m margin, was expected. The 2018 horizontal grid includes a redefinition of RD, that results in changes up to 0.010 m within the land borders of the Netherlands. The 2018 vertical grid is a new estimate of the geoid which can differ up to 0.025 m with the 2004 estimate of the 2008 grid. For the 2018 grids, the new self-validation data should be used instead.

Just tested with PROJ_DEBUG=5 and it uses the 2018 grids if available, but the margin is still exceeded.
