[PROJ] Closing in on PROJ 7 release date

This is a reminder that we are getting close to the release of PROJ 7.0.0 on March 1st.
Since this is a major version release I plan to put out a release candidate earlier than
usual. I am aiming towards a release of 7.0.0RC1 on February 15. As a consequence,
you need to make sure that code you want in PROJ 7 is merged within the next month.
Most prominently we have the code related to RFC4. Luckily most of this is already done
by Even, however the pull requests that currently are open could use a round or two of
review. I plan to go through all of the PR's but I don't expect to be able to give thorough
reviews as I am not particularly familiar with either TIFF-files, the networking features or
CDN's. So please review the code if you are familiar with these subjects.

In addition to the RFC4 work there is also a few other things that need doing before
PROJ 7. The 7.0.0-milestone on GitHub [0] has those covered. Some of the issues are
already assigned to someone and the remaining ones should be dealt with by the original
author of the issue.
