[PROJ] Closing in on PROJ 7 release date

MapServer 7.6 with proj.h support should be released in February (support 
already available in master)

That would remove important functionality from GDAL, and I'm not sure QGIS 
would compile without Spatialite (or at least some functionality like WFS 
client would be broken).
I got feedback past week from the Spatialite maintainer that he was finally 
able to resume development and hoped to be able to release a stable version 
soon.
