[PROJ] ct2 format to GTG

Hi Dalia

First of all, PROJ 7 can read ct2 files so you don't have to convert them. But of course the GTG is a better format so I would encourage you to do so. What files are you trying to convert? All the grid files that you have previously submitted to proj-datumgrid have all been converted to GTG as you can see here: https://github.com/OSGeo/PROJ-data/tree/master/is_lmi

For Proj7 all grids must be transformed to GTG format. We have two grids in .ct2 format
But I can not find a script in PROJ-data/grid_tools  for ct2 to GTG transformation. Could you give some suggestions on this ?
