[PROJ] EPSG v10 update status

Hi,

I've now code ready to handle the update to EPSG v10
(https://github.com/OSGeo/PROJ/issues/2355). There are some backward compatibility 
challenges & risk assessment to do. See the cover text of https://github.com/OSGeo/PROJ/
pull/2370 (targetted for 7.2) and
https://github.com/OSGeo/PROJ/pull/2371 (targetted for 8.0) for details.

It would be appreciated if downstream PROJ users could give a try at least at #2370 to 
confirm it doesn't break in major ways their apps.

And possibly also try #2371, but if your code inspects the details of objects, like accessing 
the datum of a CRS, be prepared for the dreaded datum ensemble concept to show up (for 
anything based on WGS84 and ETRS89), in which case you may need to use new functions 
added in the C API.
