[PROJ] EPSG v10 update status

To test just rouault/PROJ:epsg10, you don't need any special GDAL patched version as 
the objects returned by PROJ will still have the same structure as before (no datum 
ensemble)

To test rouault/PROJ:epsg10_part2 with GDAL, you need
https://github.com/OSGeo/gdal/pull/3033 that contains fixes for dealing with datum 
ensemble.
