[PROJ] PROJ 7.2.0RC2 and PROJ-data 1.3RC2

A few problems with both release candidates were found, so here’s a new set to be tested:

The PROJ package had a wrong ABI number in the CMake setup and in the PROJ-data
package the GSIGEO2011 geoid was not covering the full extend of the source model.
Both issues has now been corrected.

Please test the release candiates and report your findings back to the mailing list.

I will call for a vote for promotion to final releases on Friday provided that no further issues
are found.
