[PROJ] PROJ 7.1.1RC1

I completely forgot to motion that PROJ 7.1.1RC1 and PROJ-data 1.2RC1 get
promoted to final releases. I assume that no PSC member has any problems
releasing the two packages but we should of course stick to the procedures. So,

I hereby motion that PROJ 7.1.1RC1 and PROJ-data 1.2RC1 get promoted
to their final releases.

I’ll start with my +1.

I am preparing the final releases right now but will hold back on the announcement
until we have a couple of +1’s in favour of the releases.
