[PROJ] PROJ 7.1.1 & PROJ-data 1.2

All,

It is my pleasure to announce the release of PROJ 7.1.1 and PROJ-data 1.2.
The former primarily includes a number of bug fixes as well as updates to
the CRS database. The data package includes a few new transformation grids
for use in Brazil and the Canary Islands.
