[PROJ] Heads-up: new EPSG database version 10 model available now

Hi all,

This is a short notice that today the new EPSG version 10 database is 
available, which is based on a new data model (ISO 19111:2019).  You can 
read about the changes at https://epsg.org/data-model-changes.html

Obviously this will require effort/time for PROJ to adapt to the 
changes, so I've created a feature request ticket to track the 
discussions and plans: https://github.com/OSGeo/PROJ/issues/2355
