[PROJ] Changes in area of use bounds for EPSG 3035 between major versions

this just reflects a change in the EPSG database. git blame points to 
commit 752696eb8ac0ecb9ff96432ec5849625ed452f74 "Database: update to 
EPSG v10.022"
