[PROJ] Tie breakers used when ordering candidate operations

I didn't study the current way of finding the best transformation between to CRSs. So if I say something stupid, please excuse me.

Instead of a "preference ranking", would it be an option to introduce an "official flag" for transformations defined by the official agency for that CRS? Since most agencies defining a CRS will publish an official transformation of their CRS to a CRS one level higher in the CRS hierarchy: ITRS - ETRS89 - national_CRS - local_CRS. With a flag to recognise these official transformations, the shortest route in the hierarchical tree can be found. This won't work for all CRS, but if a route in the hierarchical tree can be found, it will often be a good choice for the transformation.
