[PROJ] Enhancement to share SQLite database handle among all contexts

Hi,

just wanted to point to https://github.com/OSGeo/PROJ/pull/2738 that 
modifies how connections to the PROJ database is does, which should 
benefit to people using big number of threads / PROJ contexts. I'd 
appreciate if people could give it a try and report how that works for them.
