[PROJ] Swiss geoid file (now free)

I will add as soon as possible the licence CC0 on the web page

If it helps, we can assign a CC0 licence to the geoid grids.


IMHO, makes sense that both horizontal and vertical grids use the same license, CC0 in this case.
Even, (or anybody else), is that ok? (if yes, please Elmar, make it clear in swisstopo. Thanks!)
