I suggest that you separate

  preparing what you would like in the EPSG database

and

  getting EPSG to accept it


I am pretty sure that once you have the content that you would submit,
you can modify a copy of proj to add a second file that is loaded into
the proj database at build time, and thus have a proj installation that
has your datum and transform definitions even though EPSG has not yet
accepted them.    Probably this can be done with a script on an
installed copy too.
