[PROJ] About Argentinian geoid file

Hi

I found that Argentina had published a geoid file for their geoid model
"GEOIDE-Ar16".
https://www.ign.gob.ar/NuestrasActividades/Geodesia/Geoide-Ar16

In EPSG everything is already registered:
- Vertical CRS: "SRVN16 height" EPSG:9255
- Geographic CRS: "POSGAR 2007" EPSG:5340 (2D) , EPSG:5342 (3D)
- Compound CRS: "POSGAR 2007 + SRVN16 height" EPSG:9521
- Transformations:
  "POSGAR 2007 to SRVN16 height (1)" EPSG:9256
  "POSGAR 2007 to POSGAR 2007 + SRVN16 height (1)" EPSG:9621

The "only missing piece" is the License:

(click at the bottom in "Términos y Condiciones").
Their summary is
"- Debe reconocerse la autoría del Instituto Geográfico Nacional de la
República Argentina.
- Se debe compartir de manera libre y gratuita.
- Se permite su uso comercial únicamente en el caso de obras derivadas en
que la información sea utilizada como insumo para generar un nuevo producto.
- El IGN no se responsabiliza por las consecuencias de la utilización de la
información descargada."

I have already asked them if they can publish it with an standard open
license to include it in PROJ. They answered that they consider a good
initiative to include it in PROJ, but unfortunately it has only their
license from the IGN.

"Nos parece muy buena la iniciativa de incluir GEOIDE-Ar16 dentro de la
librería PROJ, pero lamentablemente por el momento el producto tiene
asociado el licenciamiento genérico y propio del IGN, el cual puede
consultar el texto completo de los términos y condiciones dentro de
https://www.ign.gob.ar/NuestrasActividades/Geodesia/Geoide-Ar16/calculadora
(debajo de todo)."

What do we do now? I am not a lawyer.
