[PROJ] New paper citing PROJ

Hello all,

My paper "A variation on the Chamberlin trimetric map projection" was just
published in Cartography and Geographic Information Science:
https://www.tandfonline.com/doi/full/10.1080/15230406.2021.1975571 . If you
don't have institutional access, the preprint is on the GitHub repo linked
in the data availability statement. The paper heavily uses and refers to
PROJ, so I thought you all would be interested to hear about it.

The new map projection described in this paper was implemented as a patch
to PROJ. Would you be interested in including it? If so I can create a pull
request.
